We hereby would like to express our solidarity towards the Venezuelan non-governmental organizations by showing disagreement with the Draft Law on International Cooperation, approved in its first discussion at the National Assembly, as alleged to impose unjustified and irrational controls and regulations on non-profit entities.

International cooperation plays a significant role in integral human development, social justice, democracy and people’s welfare. In this regard, non-profit entities have been created to make significant contributions to human rights, gender and development, children, adolescents, and culture, among others. In addition, non-profit entities provide services and support to the most vulnerable and low-income population.

We hereby stand by non-profit entities in Venezuela subjected to compliance with the current legal system and, particularly, within a juridical framework for their exercise either at national, state or municipal level, considering that the imposing of new restrictive regulations without a duly justification of their necessity in a democratic society, and provided that all applicable restriction are not established by Law - without delegating through regulations this possibility to the National Government - would violate the right to self-organization of Venezuelan non-profit entities and other human rights, such as the right to participation included in the Venezuelan Constitution, and other international instruments. In addition, this would lead to non-compliance with the Government’s liability of generating favorable conditions to execute these rights.

We agree with Venezuelan non-profit organizations that the contribution of social civil organizations to the development of a democratic Nation, based on transparent and responsible human rights, should be construed as positive, even though these may lead to confrontation or disagreements in the political spectrum.

We hope that the opinions herein stated be received as a declaration of human rights’ universality, which is monitored by us, as members of the international community, beyond our borders.
